Simply put they are trying to appeal to the fetish of both women and men. Men seem to like cute little girls and overalls remind them of little girls. Women want to be accepted by men, so they think they need to act cute. A lot of men do want real women that have sex appeal sometimes, but that's the minority. Not to mention that these women want to look and stay young forever. If the women can dress themselves up to look younger they will.
