I think it's a representation of what Tetsuo has lost and won't ever regain in full. He remembers bits and pieces, and even visits that particular train station, but he doesn't remember who exactly are those feelings associated with or what that someone meant to him. Youji is essentially the piece that was "left behind", hence his afterimage at the station, looking exactly as he did at the time of his death.
