The way I see it, they both went through something of a change around 2010/11.

A-chan decided to finally drop a little bit of weight so she matched the other two. Considering how long it took her to do this, I figure it couldn't have been easy.

At the same time Nocchi suddenly started changing up her hair. I think her best haircut is with the extreme side part and it pinned behind her ear eg: Fushizen na Girl or the Lovefool ad, although it's cut maybe a little too short in the Voice video. Also with her current centre parting and no bangs, Nee, it's first incarnation, is still the best that's looked. Spice was nice too. There are claims that they've all had little touches of plastic surgery over time, but probably mostly around when they really took off (compare them to photos as kids and they look like different people, especially Nocchi). I think what's really affected Nocchi's face more recently is that she had her teeth straightened around the time of the Tokyo Dome gig (also when she decided to stick with her current haircut). Because of that her top lip sits on her teeth a little differently, which in turn affects how her cheeks look. Also she wears less eye makeup over time.

But then again, if you look at Nocchi's mother, she doesn't look THAT different from her. Maybe it was just a case of growing into her face.
