Don't know if this is the "objective" answer since i havent beaten it with all shot types (only done with Reimu B and Sakuya A) but considering all she has going for her, most likely. When you're unfocused your attacks cover a huge area and when you ARE focused they all shit fury on a single enemy without even needing to aim as long as you are in the same half of the screen as the target, so sticking onto them to do damage during bossfights is trivial and you can focus efforts on not getting killed. And really, even if the start of the Prismriver fight really is immensely more difficult for her, unless you are doing no bomb you shouldn't have problems large enough to prevent a 1cc.
Reimiu's good too since its not the "bumbling young woman with no initiative getting led around by the hand by her adoptive mom Yukari" version of her you have in IN and SA. I just like Sakuya's exchanges the most.

In my experience PCB is just in general easier than EoSD partially due to the helpful cherry mechanics and partially due to the bossess/levels themselves. Some really seem to have bad blood with stage 4 though which i dont quite get
