Alice knows she was the best in the PC-98 era. That's why she closed her grimoire, to not outshine all the newhous. Same reason Mima doesn't reappear.

It's canon. Every days she wakes up and knows she could be even more awesome than everyone, but she refrains because she's a kind girl. It's sad but she's still better than almost everyone. That's the PC-98 soul in her. A better soul made in a more civilized time by a better Zun.
