In Touhou fandom even literallyhu like Seiran and Nemuno at least have one or two artists dedicated to them and plenty more who give them special attention.
It's big enough that by most popular we're talking about really big masses, but for less popular and newer ones there are still significant number of people that care and create content for them, even the least popular ones, that you could easily miss if you only glance at the surface of fandom, or only pay attention to less-productive and mostly-consumer community that is western fandom.
