OJ didn't have voices in the game for a long time, the devs have been retroactively adding them to the DLC packs that didn't have them while new DLC packs come with voices at launch. They added voices to that particular DLC pack late last year. Hono really likes Hololive so he gave Kiriko both of Miko's outfits as costumes too.
