The Glacies is a monster born of the Queen's demonic energy, and since the Ice Queen is the Glacies' boss, her design should feel like a higher level Glacies with some common design elements.
Compared to the Glacies, her higher stature is expressed by the fact that compared to the Glacies' rougher-edged look, she looks like a finely-made ice sculpture, down to the hair, and ice-less legs closer to a human's.
Her dress is mostly made of ice, the blue part is shiny, while the edges are white and transaprent ice.
Since her clothes aren't real, and just made up by the queen's magic, it's studded with ice crystals and icicles, and general ice motifs, and she can freely change its shape and design. She herself is generally pretty indifferent about it, but she may remake her dress at her husband's request, or perhaps change her clothes' appearance to surprise her husband.
Also, there are floating bits of ice around her upper arms and knees. The ones around her knees seem like they could easily become a weapon, sharpening and flying at an enemy if they appear...

The hem of the dress, when touching the ground, spreads like it's crystallizing. If she got seriously angry (for instance, if her husband was in danger, or looked hurt), the crystal is going to spread across the ground, and the area will be engulfed in biting cold...! That kind of gimmick, I suppose!
