Okay I just watched the episode and it's not that, there isn't even bullying. It's a combination of factors. Satoko says she cannot bear the thought of leaving Rika's side and the latter promises they will be together. Satoko is not used to a life of hard studying which is required for a high standards school like St Lucia. Rika studied hard for years before even getting in because she's absolutely determined to graduate from such a prestigious school so that she can have the most prosperous life possible. Satoko points out this isn't like her and that Rika hates studying, obviously this is the clash between the nipah Rika Satoko's used to and the girl who suffered for 100 years wanting to make the most of it now that she's finally free. For Rika's sake and her promise that they will stay together, Satoko also gives it her all, even if it's not as much as Rika's.

They get put into different dorms, which Satoko understands since she knows she can't have it all. Rika starts acting like a proper lady which Satoko points out it's just her acting to fit in. Rika's grades and elegant manners make her popular with the other girls and creates a clique. Satoko's somewhat alienated by this but assures herself that Rika will tire of this "act" and return to the girl she knew before long. Satoko finds the high standard classes extremely tiring and she starts underperforming, to the point that a teacher calls her in telling that she will face expulsion if she doesn't join the study hall after school to potentially get her grades up, she also tells her that this means she won't have any recreational time with Rika whatsoever. At study hall, Satoko finds the work mentally exhausting and one of the girls tells her that all of her days will be like this from now on, meaning no more hanging out with Rika ever again.

Satoko overlooks a happy Rika distant chatting with her new friends and realizes that the promise Rika made to her about staying together has shattered completely.

So we have a girl that joined an extremely prestigious school because her friend asked her to and now they're growing distant because their mentalities are completely different, Satoko's just a country bumpkin and Rika has the determination of 100 years of suffering, not considering how her friend might feel and mostly focusing on her own studying rather than trying to help her for the most part. It's understandable that Satoko feels distraught at how unrecognizable her best friend is, how much her life will suffer because of Rika and how the promise she made isn't going to happen. It's not like she's threatening to kill just yet, she's just upset.

My guess is that a certain witch will fuel her mind with paranoia which is Higurashi 101. Also remember that Satoko's killing is knowing that Rika lives in loops, which, while still cold, creates a very different situation from other characters. Basically Satoko knows she lives in some sort of videogame and can make Rika loop until she gets the message. This is all an educated assumption of course, the details might end up being different as far as we're concerned regarding what Satoko knows or hell, her true motivations.
