When she was a figure skater she was super athletic so she had a high metabolism and could eat more than a normal teen. When she stopped she still had a high metabolism so she still burned calories like no tomorrow even though she wasn't athletic anymore, thus Skeleton-chan. Now that her body has gotten used to her not being athletic anymore her metabolism has slowed down but she probably hasn't changed her eating habits since she was a skater, thus the Chubby-chan we're seeing today.
