I don't see anything wrong with a bit of exaggeration. The character proportions have always been subject to interpretation, allowing for all manner of sizes.
Besides, I can't stop for the sake of consistency. Shannon needs to be this big in order to remain above the other women I previously did.

There is no "how they are" though. All the character's in WTC have such widely fluctuating designs from all the different artists we've had over the years. It's like a less extreme version of what Touhou has with its girls.
