If your Local IP keeps changing, your router is running on DHCP. You can look up the MAC address of your network card/computer and go to the LAN settings of your router and create a Static IP for your machine.

To manually "reboot" in Windows, you can ipconfig -release and then ipconfig -renew on the command prompt.
