I think Wata could have worked a bit better for Mion's character with Shion still existing/being the main culprit simply by not having Mion locked away right after the festival. Have Shion's rampage start a bit later and let Mion roam around for longer. Maybe have Mion unaware of just how far gone her sister is, or even trying to support her before finding out Shion is now a violent schizo(could also give some nice scenes of Shion growing suspicious and paranoid about her sister). After that realization, it plays out similar to Shion locking Mion up in the actual Wata. Mion being around for longer would still give her time to be in the story, and maybe Meakashi could've given the perspectives of both twins.

These were just some quick thoughts, but I can't see Shmion as a thing without the twin angle since that's so much of it.
