Rather they are pushing the free ratings process to the IARC system, instead of continuing to offer the ESRB short rating system. Judging by the diagram on the IARC site, it is just generating ratings through a similar questionnaire that creates ratings for a bunch of regions (including an ESRB rating) and those generated ratings can be revised later as needed, instead of having individual ratings agencies run their own questionnaires for purely digital releases.
