She can tail lock you. Don't underestimate the strength of a fish tail. Even carps bouncing out of the water have enough velocity to knock people unconscious. Waggy's tail swings are also the source of some of the danmaku, so swinging that tail isn't foreign to her.
She's no Lamia, but she can probably bind you all the same.
