The problem is the guy you're replying to doesn't even have enough LoS. He says that stacking 14 radars gives him only 53.75 LoS so obviously his HQ can't be that low.

You're supposed to be telling him how to maximise his LoS for 2-5 such that he can still get a kill, not use LoS setups which are not only likely inaccessible to him, but are suboptimal for you LoS-wise. We don't even know if he has any upgraded radars or seaplanes, or for that matter, a Zara-class CA or Ooyodo. Those without the best equipment and ships often have to use one of the DDs as a radar mule.
