Cold, the texture depends on the weather. It can be wet and heavy, light and powdery, something in between or some other forms.
Lolis play in it, but the clothes aren't usually all that cute since their job is to keep people warm, keep the snow from getting inside shoes or clothes and be waterproof to an extent since snow can be very wet, especially when it melts.
The hats are quite cute though.
