I'm sure there were limits to what Tomato could do, it had to follow along with the Gou manga anyway, a lot of which wasn't drastically changed from the anime(although Satokowashi did get tweaked).
But you can tell he did try to shake things up when it wouldn't change the overarching plot. In Meguri's Wataakashi there's an added scene where Mion and Shion talk about their scheme to win over K1. It's kind of just inserted into a scene we already saw in Wataadamashi with no mention of Mion/Shion having a conversation while Keiichi covers his ears. So it's just there to facilitate the changes to Wataakashi. Unlike the anime there's no looming question of whether or not the twins are at odds/holding grudges with each other, they're hanging out all the time for the first half of the arc.

I think it's funny that Shion can think of so many times Mion has mentioned K1 despite him only being around for like month.
She must start talking about what he did that day every single time the sisters meet up.
