Harpies are perfect for world domination by breeding.
Easy reproduction without all the complications of a live birth, plus they can spread like wildfire thanks to their flight ability.
Also, birds are generally seen as beautiful by humans, so a typical pleb will be less likely to be terrified by a colorful bird than by something like a big snake-woman or a centipede.
