You have weird case of tunel vision. What you posted is a statment from Shiki pov which is clearly holding little bit of bias for Ciel or maybe he thinks that Ciel not losing outright can be taken as them being evenly matched. Why? Because before we move to Shiki pov that scene is shown with 3rd person narration going step by step how the fight went. From the start we learn that Ciel attacks are useless, Arc can instantly cover any distance Ciel's trying to put and each hit from Arc overwhelm Ciel and push her back. This is not being evenly matched but rather surviving against something. It's like saying that Shiki was evenly matched with Arc during their fight in the park later in the story because he exchanged blows with her
