It depends entirely on the type of Necromancy that you learn or employ. In many ways, it's similar to anthropomancy and involves divination through the dead. Except, rather than use of animal entrails, you're communicating directly with the spirit itself.

The most commonly known one in the West, however, is simply put something akin to Death Magic. Where you exert your will over dead tissue (i.e. Literally every Necromancer ever in Warhammer, The Others in ASOIAF, etc) and command them to do your bidding. Other times it's depicted in a more Druidic and philsophical sense, where the user understands the cyclical nature of life and death and seeks to maintain it through any means necessary.

That being said, one would imagine that, in the context of MGE's world Necromancy would be rather varied. I have no doubt that if KC were to actually go into depth about it, the usage of Necromancy by Liches and more European style undead would be dissimilar to that of say a Pharaoh or an Anubis. Whereas instead of simply controlling the dead it takes on a more religious, almost sacred aspect with the mortuary rites.

Just like if you really think about it, necromancy using Taoist elements for the Jiang-Shi (Hun and Po), could be seen as something similar to druidic mysticism. Now, as for it being a waste of magic, about the only faction stupid enough to think that would be the Order.
