ZUN does the programming (with wrist-slaps when he tries to put in Easy modo), Ryukishi writes the story (with wrist-slaps when he tries to put in brain parasites and witches), and Nasu writes the background and characters (with wrist-slaps when he tries to add in powerlevels).
Art is a combination of the 3 with Nasu's being the base.
