As far as fame in Japan (and China, and South Korea) then yes. Followed by Airi, followed by the girls in BM, with Hinata gaining ground on BM. Hinata is NOT more famous than BM, but likely could be in a few years depending on the projects she gets.

World wide fame goes to BM hands down, then Yak, Airi, and Hinata. The interesting thing for me is who out of the middling and lesser famed girls will rise up the list, and how they'll go about doing it. The mid-period girls are only just getting started with their careers, and there's still a lot of talented young ones that won't pop up the list for years.
