well, it's definitely possible that if Shion's chance encounter with Satoshi never happened, she might've been more directly interested in Keiichi when he moved in a year later.
But Mion never really got super close to Satoshi, and I don't think she would've gotten much further even if Shion hadn't shown up and fallen for him hard. That's largely because of the Sonozaki vs Hojo thing that made her reluctant to talk to them, until he told her he doesn't care and to befriend Satoko(which is the birth of the club).
