Like I said, we basically have the explanation from his post-Mina interview, it's just he didn't go through with the reveal in Matsuri since he decided to push Hanyuu as this saint, almost Jesus metaphor with the whole "taking on everyone's sins", so the characterization described in pic related obviously wouldn't fit.

Sure... but what about when she turned evil in the past and only returned to sanity after someone damaged the horns that were seen healing a few episodes ago? What about pic related?
It would be out of left field if she just snapped and decided to torture Rika again one day, but I can't think of anyone else capable of putting her back in the loops, making those close to her go L5, and appearing to people and feeding them information designed to make them hurt her.
So far I think Gou is an attempt at writing an ending to Higurashi that deals with the themes of sin and redemption from Kai (and maybe Kotohogushi) in a way R07 finds more satisfying, where rather than one thing taking the blame for everything (Hinamizawa Syndrome, Hanyuu) the sins of the characters are dealt with directly and forgiven in some way. I don't think it's a Bernkastel origin story since Rei was already a thing and even if it is, I don't think it will end with a straight downer ending where Rika just kills herself or everyone else and leaves because I don't think that fits R07's MO or Bernkastel's character.
Whatever the case, I hope for an ending where everyone gets to be happy.
