That's a misconception. In the first place, we have youkai that confirmed themselves that they don't eat humans, like Kogasa. In second place, we have youkai who live so far removed from humans that to eat them is impossible or highly unlikely, like Satori or Momoyo. In the third place, we have youkai who are known to not having interacted with humans for a long time, like Wakasagihime. In Touhou 14, the incident resolvers are surprised to meet her, not knowing that she lived in the lake. To add to that, it's both stated that she's docile and nice AND that humans, except for brave fishermen, rarely approach the Misty Lake. So, Waggy does not eat humans, no, but she would enjoy if you brought her some human food! Just make sure it's not too industrialized.
