Remilia or Yuyuko.

Yukari, even though she's my favorite Touhou, stage and themesong, definitely isn't the hardest. Her patterns and spellcards are hard, yes, but still it takes less practice time to be able to pass through the stage itself and maybe the first four spellcards unharmed. Remi and Yuyuko, on the other hand, are like "fuck your shit". Unless you are playing on Practice, chances are you're gonna need months to years to be able to save all your lives/bombs for the final stage, let alone the bosses themselves.
