I fail to see the issue here. Popular members should be in the main senbatsu and they don't have many members to begin with. All the ones who didn't make it are less popular than the ones who made it aside from the captain compared to 1-2 BACKS members. They could open more slots, but the only thing that would bring a change is 4ki debuting.

Variety shows are mostly watched by non-fans and it's harder to convert them into fans who'd attend or do miiguri.
