On Kyan's latest stream she mentioned she pays out of pocket for some of the stuff they do on the show. The director for her show is the same laughing director on love live streams. I wonder if that means streams really don't pay much. In that case, it would make sense why some Muse/Aqours/Niji members choose to appear less than others.
