Kuma is actually generally above average in mosts stats (still no informatino about her theoretical max for eva,asw,los). I think part of this comes from the fact that she used to be one of the higher firepower ships, right before jintsuu kai ni, and nagara kai. Of course, this was before foreign light cruisers came, but she was pretty viable in the past.
