For some reason, Forbidden Meat, blessed or not, won't change the fox brother's "Mob [number] Gender" value, it will only rename his gender (like a non-blessed forbidden meat). The blessed meat works on the player, maybe on other NPCs (never tried it), but definitively not on him (maybe because he is designed to be male-only NPC?).
Because of this, you need to use Elosnack if you want a fox sister (female). Some other anon tested it with a fox brother and confirmed that "elosnacking" him will turn him into a real fox sister, "she/her" and all that.
