Taihou will avoid an average of 1 in 27 less attacks than Kaga will at level 99.

Meanwhile, she requires the most enemy attack power of all the carriers to be sent to chuuha. Having less HP doesn't affect her at all because armor is a pretty good stat that doesn't have the unfortunate downside of raising the chuuha/taiha limit if there's more of it.

Kaga is better than Taihou at taking lots of scratch damage though.
