They should, since they have a princess in Cocklebur, and Moutan Peony has ties to either the Lily Wood or Blossom Hill royal family. They also have a senate, though, to which Protea belongs. Calla, Edelweiss and Cephalanthera are other Lily Wood nobles (sorry, confused Calla and Canna again).

Speaking of queens, Pygmy Waterlily is probably the most anticipated character right now. Japanese Anemone set the bar very high for future queens, but Lotus Lake had an amazing set of characters so far (Lotus herself, two Fujishima Sei 1-gou girls in Lobelia and Rabbitear Iris (with a possibility of Blood Iris as a third), Tritonia's team, the newly implemented Rice...), so if any country's going to surpass the expectations, it's them.
