The main problem is many people think it should be an adaptation. The real answer is that it shouldn't be an adaptation.
Mainline games will NEVER work as a full-length anime series. Maybe only in 5 minute shorts, but not as 20+ minute episodes. Touhou incidents doesn't have enough plot and talking in order to facilitate a long runtime, because it's a shmup and not a RPG.
Certain mangas could work, especially Sangetsusei, but a lot of them have to be restructured in order to be more newbie friendly.

If there will ever be one that could please both fans and casual viewers, it should be an anthology series, with each arc or episode featuring a Touhou's backstory. One short arc is about Byakuren, one short arc is about Remilia, one short arc is about Junko, etc. Very similar to what the fan anime Hifuu Club is doing, but just remove the Maribel/Renko aspect. There's a lot of settings in Touhou to play with.
This could satisfy fans with answers and inspire more fanwork for the current "timeline", this would be in spirit of ZUN's penchant for adding a ton of characters per entry, this could make it easy for non-Touhou fans to get introduced to it, and there's way more than enough material for something like this to work.

I'm interested to learn more about historical 2hu events. Stuff like what's first, how this or that started, or most x. Could be about anything 2hu related, canon or otherwise, as long as you think it's interesting.
