Bras aren't one size fits all either, think about it a little bit. Are all boobs the same size? Bras work just like everything else, if what you are putting it on is big, you need a big size, same thing for small. They have measurements just like pants, instead of waist and length, it's cup size and band width. These don't apply here though because the proportions aren't correct and won't fit minis.
