She says "genocide is just a game" in Mystic Square, after beating Yuki and Mai if I recall correctly.

But seriously though, she's just being humorous, with little regard to if anyone else but her finds it funny. I think Yuuka is just extremely sarcastic and enjoys acting devilish and threatening around people. ZUN depicts her and Yukari as "the more youkai-like youkai", and they both like to act mysterious, provocative, and lie a lot. If you read Yukari's dialogue in CoLA and her game appearances, and Yuuka's dialogues, they're very similar.

I think the psycho, sadistic murderer thing that spawned from the lowest human friendship level in PMiSS grew way out of proportion. She may be dangerous as a "youkai-like youkai" and enjoy picking on and teasing people, as PoFV made clear, but she won't RIP AND TEAR through people for no reason.
