With cost reduction, you can only get it reduced by one per combination, right?

So the image shows that -1 is x%, then -2 is y%, -2 means if you've already had it reduced by one already? It can be interpreted as you can get -2 in one combination. And is it all right to just combine one unit at a time? I don't think the chances stack or add up if you use more than one at a time.
