Sad news, it does require a credit card. You can kinda "trick" it to give you pre-orders via PayPal by blocking everything using NoScript etc. (pic related).
And what I said above about the release date stays true as well, here's an example using Dengeki bunko:
Printed release -> BW release (one month later) -> Kobo/Rakuten (yet another month later).

In the end, the only good store selling digital stuff for a good price and that doesn't even require your personal data, allowing PayPal, is BookWalker. But their DRM is the problem. I have a bunch of shit on my account and need to screen shot it every time.
