Why do they have resized interlaced content on EVERY ONE of their bonus disks? How do you do this to a video?

I don't even know the proper way to resize back to get the best result in trying to fix it. Do I use a sharp kernel? Do I pointresize and let the decomber deal with the mess that follows? Soft kernel to try to smooth the aliasing?
