Okuu being a hard worker at such an important job means she has a lot of good qualities though. It means she has a sense of responsibility, can be relied on by other people, and has something she can feel a sense of achievement from which make a lot of people happy in their life. Some youkai just screw around all day and want to annoy people or cause mischief, but Okuu actually wants to be helpful. She only really almost screwed up things once but still worked at the reactor after SA because I guess people felt like she was genuinely sorry and vowed it would never happen again. She's a good girl because this upon other reasons.

She was already competent at working the the hell's furnace before Kanako even implemented the fusion reactor so she was probably already qualified and trustworthy in both their eyes.
