i think the likely scenario is 2), with gura obviously being the one crushing on ame. ever since they've collabed she's only ever shown tete behaviour towards her (nuzzling up to ames live2d, making yuribait jokes, calling ame her wife, etc etc.) whereas ame has been fairly detached from that save for a few moments

i genuinely believe gura is in love with amelia, and this love likely manifested itself when they had just started talking regularly pre-debut. they have nearly identical time zones, interests, personalities, etc.
both come from fragmented, isolated social histories and their current family situation leaves much to be desired.
their interests also extend beyond the internet and online mediums of entertainment. they both love wildlife, camping, singing, THEY BOTH PLAY THE UKULELE (how crazy is that?).
they have so much in common, yet they're also polar opposites in a sense. amelia is definitely a more masculine female in the sense that she works well with tools, has handled rough situations in her life, is more mentally tough (and therefore is harder to see her intimate parts, i.e. - she doesn't like when others touch her, even those close to her).

now, I'm not saying amelia doesn't reciprocate. im saying that it takes time, especially for someone with her past and prior experiences, to come to the realization that she also likes gura.
that's why she's trying to distance herself.. the song, telling people not to ship them, her recent behaviour, the non-tete post-stream collab tweet.. she's trying to, somehow, desperately repress those feelings. she's trying to justify to herself, that she doesn't like gura. it just wasn't how she was brought up, she's always liked and dated men. she's never seen gura in that light.. or has she? why does that matter? female sexuality is fluid, and what matters is whats on the inside, not out.

at the end of the day, it's very likely that they're going to start going out. it won't be public, it'll be off-stream, of course, given their current field of work. they're, in a sense, the perfect soulmate for one another. very rarely, do you ever find someone that is so different, but also so similar. someone whose personality meshes nearly perfectly with yours, who makes you drop your kayfabe in any stream, who you talk with every night, someone who can make you laugh so hard your face starts hurting - and you have to tweet about it.
