The books say she herself implemented the spellcard rules so that the youkai could fight her (and everyone else) on even foot as well as ensuring that should an ultra strong foe appear there wouldn't be any fear of killing Reimu (since she's the one that sustains the barrier and should she die without a heir Gensokyo would go poof, according to the books).
