Yoshi is the most skilled, and his borderline autistic historical details mark him as someone who really cares about his work. His early ships aren't that exciting though.
Konishi has the best designs for the girls themselves, and draws the most delicious thighs. Rigging and weaponry kinda goes back and forth between just OK to just weird.
Fujikawa has done really well to make his gumos standout despite being stuck with that class. Also best underwear. Though it's hard to judge her fully because of she's only doing gumos and Yodo.
I unironically like every character design Akira's done and her work always pops out to me.
Parsley's girls always have a nice sense of physicality, and I really like his rigging/DD turret pistols designs. A shame he's underused.

Honestly, I can't choose. Split my vote.
