We literally see the buildings instantly lose color/meaning with Roa stating immediately afterwards that the city is done for.
There is also nothing at all showing or stating Ciel spent a long time setting Calvaria in the city, that's not supported anywhere. And in fact we outright see her activate the spell in the screenshot posted above.
So fuck off if you're not going to talk about the actual game, I don't care about your dumb headcanon.
