I assume recon means Saiun. The answer is it depends. It's a 1.3x modifier to FP for that base, but the real question is whether you get more FP from a 4th interceptor instead of the (x0.3) from the sum of those other 3 interceptors. Use a calculator like kancollecalc to do the math. See >>22060368 .

Citation required. The armour is high enough that even with bonuses I'd take the TCIs and/or a good DA CLT (KTKM/Ooi) rather than run night DA set-ups alone.
For what it's worth, I ran Johnston and Prinz. Fletcher and Johnston are fine with TCIs, they have high enough combat stats that the math should work out.

I locked ABKM to E-2 so I have no idea how viable she is for E-3. The bonuses from second start and LD debuff will help, but on balance I'd prefer someone with a bonus (i.e. Garibaldi instead). Again, however, see above re: armour and the necessity for TCI (if she's equipped at the top for clearing trash instead then different story).
My fleet attached for what it's worth, made minimal changes (if any) even on LD. Garibaldi is sub-optimised and I should probably have given her a TCI or WG/whateverthatnewthingis instead, but ah well. As you can see, while you don't need 6 stacks of TCI or CLT (contrast with E-2 cancer), having around 3 high damage-dealers is still important.
