We're kind of slaves to ill-informed impulses already, are we not? Think about depressed people who need hormonal agents, antipsychotics and other psychotropics to be productive. Several parts of their reasoning are under the direct influence of such medication. Is it 'natural'? Would that person make the same decisions with and without their medication? I'd wager not, which is why they chose to take it in the first place.
But even then, most reasoning is a byproduct of context and hardly natural. A starving person might be capable of murder where they otherwise wouldn't.

If you look at the chip without the sinister brainwashing aspect to it, it would just be a more effective way of being in control of your own senses, which we already try to do through several means, none of which are natural, some of which are very hurtful and to varying degrees of success.
