Aircontrol is one of the bigger producers of image videos yes, but even in Japan that's a niche market. For instance I've never known Aircontrol to do videos for non-career girls (pop idols, actresses etc).
Certainly they don't have the cash flow that huge publishers Takeshobo and Line Communications have but there's really no reason they don't have every release digital.

Half the appeal of gravure for the otaku is the physical goods and the DVD releases play into that. They almost never do BD anymore because they're more expensive to produce and the physical items market is still more niche than digital. As it is, you expect most releases to have a DVD for collections and a digital release for HD picture.
