ドヤ here appears as a SFX, meant to describe Len's facial expression. Same as フゥ (fuu) in the first panel, which is a SFX making him appear as if he were smoking a cigarette.

I said he was right, I'm not sure what you are confused about.

I'm sure anon implied that Len was being smug here. He didn't mean that Len was actually pronouncing the ドヤ.

Sorry if you already knew but in manga SFX like those aren't pronounced by anyone. Random example, pic related bottom-center, ビクっ shows her being startled or surprised.
