What about Reimu and Keine up there?

It kind of perplexes me how much it seems people seem to underestimate ex-Keine in power level talk. She's on par with Yukari imo, since Yukari created Gensokyo physically but Keine (apparently) made it everything that it is today besides that. Having written up its whole history changed it from being a random piece of land that probably would have seemed like a prison to the youkai, to an enchanted place that's legitimately its own little world.

I guess people write off Keine both because she's not popular, and she's also normally very weak when not in a full moon.

Well, the thing here is that when most of the Touhous are pretty in some way, ZUN's personal favorite/decreed most-beautiful-one would probably not reflect the favorites of everyone else. Especially considering that for all she's worth, Kaguya's one of the most plain Touhous around. She doesn't even have a fucking silly hat/ornament.

Out of the IN cast Kaguya was actually one of the least attractive to me right from the get go; Reisen and Keine immediately stood out to me though.
