Not quite, Shion thinks Satoshi is dead in Minagoroshi if her speech towards Takano is any indication, not so in Matsuri where Hanyuu points out that the most important thing is that she kept believing. It would explain why she's so cool headed this time around compared to Minagoroshi and opting for the non-murder solutions right away, hence why the Yamainu point out that she doesn't shoot to kill but rather opts to scare off (and later disarm in the sniper scene) the enemy instead. She's even the one who first offers to call the police for help rather than picking the direct violent confrontation option, much to Mion's surprise.

Not right away obviously, but she was convinced pretty much during the time her friends go to her house after the festival. More importantly, it's the fact that she doesn't do anything to help Tomitake that shows that she's still too passive and complacent a person, as well as the fact that she already thought the yamainu were suspects but only tried to escape when it was far too late, when she should have taken the safest option early knowing this world was otherwise "perfect" (even though we know it wasn't thanks to letting Tomitake die, this is more about her character than that fact). Matsuri is all about how Rika is the opposite of complacent now, she does everything on time rather than foolishly wait until the end and does trust her friends early on rather than looking down on them.

Correct me if I'm wrong but I do believe Matsuribayashi is where Rika thinks she might be going L5 herself early on, because she's still not certain Takano is the culprit and knows that one of the symptoms of the disease is to be overly suspicious of people. But she still went and did all the prep work needed and trusted her friends, as she should always have, known culprit or not.

Basically, Matsuri characters have a different perception of things than Minagoroshi's, a far more developed one. You also have to remember that the existence of Gou is clearly affecting the perceived effectiveness of Matsuri (plus Saikoroshi) as an ending. Up until Gou everyone just assumed the characters lived happily ever after and didn't expect St Lucia and Feather- I mean, Eua, to pop into the story and cause havoc.
